BRAN'S MOVIE SYNOPSIS
Five months into Thaddeus Ross' presidency, Sam Wilson is settling into life as the new Captain America — and he's already got his hands full. After a mission in Mexico, Sam and the newly minted Falcon, Joaquin Torres, recover stolen government tech. Joaquin is thrilled to be taking on the Falcon mantle, while Sam is a little more hesitant about putting him in harm's way. After all, neither of them has actual superpowers.
Sam and Joaquin soon find themselves invited to a White House summit with President Ross. Ross wants to prevent a global arms race and proposes an international treaty. Seems pretty straightforward, right? Of course not.
During the summit, several men — including super soldier Isaiah Bradley — suddenly open fire on Ross and other world leaders. The attackers are captured, but none of them have any idea why they did it.
Joaquin tracks a phone call back to Camp Echo One, a secret government facility in West Virginia. There, they discover Dr. Samuel Sterns, a scientist who has been imprisoned by Ross for years. Sterns gained enhanced intelligence after being exposed to Bruce Banner's blood during the Abomination's rampage in Harlem, and he's been using his genius — along with "Mr. Blue" and some mind-control technology — to manipulate people.
As they race to stop Sterns, they discover his real goal: destroy Ross' reputation by turning the president's own secrets against him. And Ross has plenty of secrets. He's dying from heart failure and has been taking pills created by Sterns to keep himself alive. Ross refused to release Sterns because he needed those pills, which gave Sterns a pretty big reason to want revenge. Turns out the pills he's been giving Ross have been pumping gamma radiation into his body.
Sterns eventually turns himself over to Sam, but his arrest and his connection to Ross are revealed publicly during a press conference. Ross completely loses control and transforms into the Red Hulk, destroying part of the White House in the process.
Sam manages to fight Ross long enough to get through to him. Ross finally comes back to himself.
Isaiah Bradley is officially exonerated and Ross resigns before voluntarily being imprisoned.
And just when you thought everything was wrapped up nicely, Sterns has one last warning for Sam: something is coming from other worlds.
